On Friday, December 18, 2015, the U.S. House and Senate both passed an omnibus budget to prevent a government shutdown and keep the government funded through FY 2016. President Obama also signed the budget on Friday. The funding bill provides for a 1.3% Cost of Living Adjustment (COLA), 10-year credit-monitoring services, and $5 million in identity theft insurance for federal employees and other victims of data breaches. The budget will expire at the end of September 2016.
